The smaller the unit of local government, the greater the potential local control of land use and planning. However, this also means that fewer resources are available for planning, and that development often proceeds without coordination among neighboring units. Small units of government also can have great difficulty finding people willing to volunteer on boards and commissions (S. Lembeck, Penn State University).
