That water quality depends on land use is not new news. A major aim of
the Chesapeake Bay Program, like aquatic restoration programs around the
nation, has been to stop soil erosion and slash nutrient loading in runoff
and groundwater. The newer news, however, is that researchers have begun
to detail just how different land uses affect soil erosion and nutrient
transport to estuaries like the Chesapeake. Topics: Ag & Rural Change, Planning/Zoning, Water/Sewer Jurisdiction: Maryland

Conversion of land to human usage has degraded freshwater ecosystems throughout
the United States and worldwide. In this project, we are interested in
how three aspects of land conversion influence stream habitat and ecosystem
health: the timing of conversion, the rate of conversion, and the arrangement
of different types of land use within an area. Further, we wish to examine
how government policy and economic analysis can be used to guide future
growth patterns in a manner that minimizes ecological degradation. Topics: Planning/Zoning, Water/Sewer Jurisdiction: Maryland

Department
of the Environment Description: Stormwater management practices help control nonpoint source pollution through the use of nonstructural and/or structural techniques to intercept surface runoff from developed areas, filter and treat this runoff, and then discharge it at a controlled rate. The overriding condition that governs the quantity of stormwater runoff is the amount of impervious surfaces located on your property (driveways, roofs, carports, sidewalks, etc.) Stormwater quality, however, is governed by the accumulation of pollutants on the entire surface area, regardless of whether it is grassed or paved. Topics: Healthy Communities, Water/Sewer Jurisdiction: Maryland
Department
of the Environment Description: A TMDL (Total Maximum Daily Load) establishes the maximum amount of an impairing substance or stressor that a waterbody can assimilate and still meet WQSs and allocates that load among pollution contributors. TMDLs are a tool for implementing State water quality standards. They are based on the relationship between pollution sources and in-stream water quality conditions. A TMDL addresses a single pollutant or stressor for each waterbody. Topics: Water/Sewer Jurisdiction: Maryland
Department
of the Environment Description: Since 1999, MDE has put several programs into effect aimed at reducing water consumption statewide. MDE is working to help state facilities meet water conservation goals that were established under Executive Order 01.01.2001.03, encouraging water utilities to take steps to reduce water consumption, and developing and implementing an outreach campaign to educate Maryland citizens about the importance of water conservation. Our individual contributions may seem small, but by making small changes in our daily habits together with 4.6 million other Marylanders all living in the Bay watershed, we can clean up the Bay. Topics: Water/Sewer, What You Can Do Jurisdiction: Maryland
Department
of Natural Resources Description: One of the eight goals that are part of DNR's mission is to support sustainable populations of living resources and healthy ecosystems such as those found in the coastal bays ecosystem. Topics: Planning/Zoning, Water/Sewer Jurisdiction: Maryland
Department
of Natural Resources Description: Maryland's Coastal Program, established by executive order and approved in 1978, is a network of state laws and policies designed to protect coastal and marine resources. The program strives to achieve a balance between development and protection in the coastal zone. Maryland's coastal zone includes the Chesapeake Bay, coastal bays, and Atlantic Ocean, as well as, the towns, cities and counties that contain and help govern the coastline. Topics: Planning/Zoning, Water/Sewer Jurisdiction: Maryland
Department
of Natural Resources Description: The Critical Area Act, passed in 1984, was significant and far-reaching, and marked the first time that the State and local governments jointly addressed the impacts of land development on habitat and aquatic resources. The law identified the "Critical Area" as all land within 1,000 feet of the Mean High Water Line of tidal waters or the landward edge of tidal wetlands and all waters of and lands under the Chesapeake Bay and its tributaries. Topics: Intergovernmental Cooperation, Planning/Zoning, Water/Sewer Jurisdiction: Maryland

of Natural Resources Description: Information about programs that promote sustainable forest management practices. Topics: Fiscal Impact/Taxation, Land Preservation, Water/Sewer Jurisdiction: Maryland
Department
of Natural Resources Description: The Maryland Forest Watershed Management Program was created to answer the question: How can forests improve watershed health? Forests are the least polluting land use, a mainstay for producing clean water and viable wildlife habitat, and a major factor in urban quality of life. Expanding our forest area can reduce nutrients in our streams and the Chesapeake Bay, a fundamental step in restoration. Targeting forests to sensitive areas, such as streamsides, shorelines, seeps, steep slopes, erodible soils, or headwater areas, can prove particularly beneficial for water quality and riparian and aquatic habitat. Topics: Land Preservation, Water/Sewer Jurisdiction: Maryland
Department
of Natural Resources Description: The Conservation Reserve Enhancement Program (CREP) grew out of increasing recognition that wetlands and lands adjacent to streams (riparian areas) and other water bodies have a tremendous impact on water quality and provide critical wildlife habitat. These important conservation areas can be protected and restored in many ways. Topics: Land Preservation, Water/Sewer Jurisdiction: Maryland
