tax increases. Moreover, in many Pennsylvania communities stagnant economic
conditions and weak residential property markets have meant that even
with constant property tax increases, homeowners have not be able to generate
enough tax income to adequately fund their schools and make up for the
declining state share of public education costs. The Plan for a New Pennsylvnia
reverses these unhealthy trends by offering Pennsylvania's homeowners
an average property tax reduction of 30%.
